跨区域协同治理:长三角区域一体化视角下“湾长制”的创新

摘要:
为进一步落实和完善“湾长制”,促进长三角区域一体化背景下的海洋生态环境协同治理,文章分析长三角地区“湾长制”的实践和反思,在此基础上提出跨区域协同治理的“湾长制”创新。研究结果表明:“湾长制”是湾(滩)管理保护的长效机制,长三角地区各地通过上下联动、政社联合和公众参与等方式,取得一定治理成效,但在跨行政区域协同治理方面仍存在不足;面对区域一体化背景下海洋生态环境协同治理的发展趋势,长三角地区应通过成立联动机构、加强法制建设、制定治理纲要、实行考核制度、鼓励公众参与和设立专项基金等方式,创新实施“湾长制”。

Cross-regional Synergy Governance:Innovation of ‘Bay Chief System’ from the Perspective of the Yangtze River Delta Regional Integration

Abstract:
In order to further implement and improve the “Bay Chief System” and promote the collaborative management of marine ecological environment in the context of regional integration in the Yangtze River Delta,this paper analyzed the practice and reflection of the “Bay Chief System” in the Yangtze River Delta region,and proposed the innovative crossregional cooperative governance of “Bay Chief System”.The research results showed that the “Bay Chief System” would be a longterm mechanism for the bay (beach) management and protection.The Yangtze River Delta Economic Zone areas have achieved certain governance results through linkages between upper and lower levels,joint government and public participation,however,there are still some deficiencies in the crossadministrative region collaborative governance;Facing the development trend of coordinated management of marine ecological environment in the context of regional integration,the Yangtze River Delta Economic Zone System should be innovatively implemented by establishing linkage agencies,strengthening legal construction,drawing up governance guidelines,implementing assessment systems,encouraging public participation and setting up special funds.
