| 文章针对海洋灾害应急管理体系的现状与存在的不足，以建设温州海洋减灾综合示范区为契机，提出了组织责任、应急预案、预警预报、应急响应、技术支撑与教育培训6个方面的建设内容，构建了市、县、镇、村（社区）四级联动的应急管理体系，在应对2017年“纳沙”和“海棠”台风风暴潮的灾害中发挥了重要作用，打通了海洋防灾减灾的“最后一公里”。 |

| In accordance with the current situation and deficiency of emergency managing system for marine disasters,taking the opportunity of building the Wenzhou Marine Disaster Relief Comprehensive Demonstration Zone,an interactive emergency managing system was established at four levels of city,county,township and village (community),proposing 6 contents of organizational responsibility,emergency plan,early warning and forecast,emergency response,technical support and educational training.The system played a significant role in linking the “last kilometer” of disaster response to combating the No.1709 Typhoon Nesat and No.1710 Tropical Storm Haitang. |
