| 在“一带一路”背景下，金砖国家海洋产业协同发展已成为推动南南合作与蓝色经济增长 的重要路径。基于全球价值链（Global Value Chain，GVC）理论、产业协同发展理论与蓝色经济理论，文章构建了“一带一路”背景下金砖国家海洋产业协同发展的分析框架，从条件基础、 协同机制与发展路径 3 个层面展开研究。研究表明，金砖国家在产业结构互补性、发展阶段差异性及政策导向多样性等方面具备协同发展的基础条件，但同时面临资源依赖、技术差距、基础设 施不均衡及制度协调不足等制约因素。在此基础上，文章构建了产业分工互补、投资贸易联动、 科技创新协同与政策治理协调四重协同机制，并分析其作用路径与内在逻辑。进一步地，文章基 于上述机制提出港口互联网络建设、海洋能源绿色转型合作、蓝色粮仓共建、海洋科技创新共同 体构建及制度化合作平台完善等协同发展路径。文章从理论层面揭示了跨国海洋产业协同发展的 内在机制，同时引入蓝色经济视角，强化可持续约束维度，为“一带一路”背景下金砖国家蓝色 经济合作提供理论依据与政策启示。 |

| In the context of the Belt and Road Initiative，the coordinated development of marine industries among BRICS countries has become an important pathway for promoting South–South cooperation and the growth of the blue economy．Based on Global Value Chain（GVC）theory，industrial coordinated development theory，and the blue economy theory，this study constructs an analytical framework for the coordinated development of marine industries in BRICS countries under the Belt and Road Initiative，focusing on three dimensions：foundational conditions，coordination mechanisms，and development pathways．The findings indicate that BRICS countries possess favorable conditions for coordinated development in terms of complementarity in industrial structures， differences in development stages，and diversity in policy orientations．However，they also face constraints such as resource dependence，technological gaps，uneven infrastructure development，and insufficient institutional coordination．On this basis，the study develops a fourfold coordination mechanism encompassing a complementary industrial division of labor，investment and trade linkage，technological innovation collaboration，and policy governance coordination，and further analyzes their interaction pathways and underlying logic．Furthermore，the study proposes a set of coordinated development pathways，including the construction of port interconnection networks， cooperation in the green transition of marine energy，joint development of the“blue granary，”establishment of marine science and technology innovation communities，and improvement of institutionalized cooperation platforms．From a theoretical perspective，this paper reveals the underlying mechanisms of the coordinated development of transnational marine industries and incorporates the blue economy perspective to strengthen the sustainability constraint dimension，providing the theoretical foundations and policy implications for blue economy cooperation among BRICS countries under the Belt and Road Initiative. |
