| 摘要：海岸建筑退缩线是应对海岸带灾害风险、保障生态安全与实施空间治理的重要工具。区别 于单一目标导向的工程防御或生态保护手段，综合治理视角强调多目标协同、多部门协作与刚弹 结合的集成式空间治理路径。文章基于国际治理趋势、国内制度转型要求以及海岸带保护与发展 的现实冲突，以青岛市为例，系统分析了其海岸带管控的实践演进与制度特征，进而从综合治理 视角构建了适应青岛实际需求的海岸建筑退缩线管控框架。文章以维护国土安全与生态安全为核 心目标，提出了“基础划定—分类修正—举证核验”的差异化技术划定路径，并建立了“刚性约 束与弹性适应相结合”的管控机制，以期为我国滨海城市及地区的海岸带精细化治理提供理论依 据与实践参考。 |

| Delineation and Management of the Coastal Building Setback Line from an Integrated Governance Perspective |

| Abstract: |
| The coastal building setback line is an important tool for addressing coastal disaster risks， ensuring ecological security，and implementing spatial governance．Distinct from single-objective- oriented engineering defense or ecological protection approaches，the integrated governance perspective emphasizes an integrated spatial governance pathway characterized by multi-objective coordination，multi- sector collaboration，and a combination of stringent constraints with adaptive flexibility． Based on international governance trends，domestic institutional transformation requirements，and the practical conflicts between coastal zone protection and development，this paper takes Qingdao as a case study．It systematically analyzes the practical evolution and institutional characteristics of its coastal zone management，and further constructs a coastal building setback line control framework from the perspective of integrated governance，tailored to the actual needs of Qingdao．With the core objectives of safeguarding territorial security and ecological security，the study proposes a differentiated technical delineation approach comprising“basic delineation，classification-based correction，and evidence verification，”and establishes a management mechanism that combines stringent constraints with adaptive flexibility． The paper aims to provide a theoretical basis and practical references for the refined governance of coastal zones in China’s coastal cities and regions. |
