| 国际邮轮旅游业是海洋经济的重要组成部分。文章以青岛市邮轮旅游业为研究对象，综合 运用产业生命周期分析、指标分析框架、规范分析与比较分析等方法，判断其当前已进入恢复性 增长与转型培育阶段。在产业成长期的机遇驱动下，青岛邮轮旅游业发展势头良好。进一步增强 法律保障，提升法治化水平，已成为战略性任务。青岛市应完善地方立法，健全跨部门综合执法 机制，强化专业司法与多元纠纷解决，并通过守法激励与行业自律提升产业合规水平，促进青岛 邮轮旅游业从规模恢复稳步迈向高质量发展。 |

| Legal Safeguards for the High-Quality Development of Cruise Tourism in Qingdao |

| Abstract: |
| The international cruise tourism industry is a vital component of the marine economy．Taking Qingdao’s cruise tourism as the case study，this paper applies the industry life cycle theory，a four-dimensional analytical framework，normative analysis and comparative analysis to identify the current development stage of Qingdao’s cruise tourism industry．It argues that the industry has entered a stage of restorative growth and transitional cultivation． Driven by the opportunities arising from the industry’s growth stage，Qingdao’s cruise tourism industry has demonstrated strong development momentum．Further strengthening legal safeguards and advancing law-based governance have thus become a strategic priority．Qingdao should improve local legislation，establish a coordinated cross-departmental enforcement mechanism，strengthen professional judicial support and diversified dispute resolution， and enhance industry compliance through incentives and industry self-regulation，so as to facilitate the steady transition of its cruise tourism industry from scale recovery towards high-quality development． |
