| 我国海域使用权流转市场长期面临市场化程度低、信息不对称和监管滞后等困境，破解这 些困境对推动海洋经济高质量发展具有重要意义。文章从市场供需配置、多维度动态定价、全流 程风险防控 3 个方面，分析了数字赋能海域使用权流转市场的作用机制。据此，文章提出推进海域数据标准化与数字化基础设施建设、推动传统管理模式与业务流程的数字化变革、培育与现代 市场体系相适应的服务生态、强化数字型海洋人才培养与关键技术攻关等具体路径，以期为打造 高效、透明、规范的海域使用权流转市场提供理论与实践指引。 |

| China’s sea area use right transfer market has long faced difficulties such as a low degree of market orientation，information asymmetry and regulatory lag，and addressing these difficulties is vital for promoting the high- quality development of the marine economy．This paper mainly analyzes how digital technologies empower the sea area use rights transfer market through mechanisms including market supply-demand allocation，multi-dimensional dynamic pricing，and whole-process risk prevention and control．Accordingly，this paper puts forward specific approaches including promoting the standardization of marine data and the construction of digital infrastructure，promoting the digital transformation of traditional management models and business processes，cultivating a professional service ecosystem compatible with the modern market system，and strengthening the training of marine professionals with digital expertise and tackling key technologies．The study provides theoretical and practical guidance for creating an efficient，transparent and standardized sea area use rights transfer market. |
