| 文章通过梳理养殖用海立体分层设权的发展历程， 明确了立体分层设权审批和登记流程， 并通过介绍北海海区养殖用海海域空间立体使用成功案例及分布现状，总结出可推进的立体分层 设权新形式，梳理出养殖用海海域不同立体空间位置的差异化设权方式。同时，文章指出了在立 体分层设权政策推进过程中产权界定、利益协调以及三维确权登记技术等层面存在的问题，从完 善政策法规、技术支撑体系构建、创新市场机制等方面提出了相应对策，强调上述举措是破解资 源约束的关键，未来需强化相关机制，为全国提供“北海经验”。 |

| This paper reviews the development history of three-dimensional stratified rights allocation for aquaculture- used sea areas，clarifies the approval and registration procedures for such rights allocation，introduces successful cases and the current spatial distribution of three-dimensional spatial use of aquaculture sea areas in the Beihai Region， summarizes new forms of three-dimensional stratified rights allocation that can be promoted，and identifies differentiated rights-allocation methods for different three-dimensional spatial positions within aquaculture sea areas．At the same time，this paper identifies issues in the advancement of the three-dimensional stratified rights allocation policy in terms of property right definition，interest coordination and three-dimensional right confirmation and registration technologies． Corresponding countermeasures are proposed from aspects such as improving policies and regulations，building a technical support system and innovating market mechanisms．The paper emphasizes that the above measures are the key to breaking through resource constraints．Relevant mechanisms should be strengthened in the future to provide the“Beihai experience”for nationwide application. |
