| 海洋新质生产力是实现海洋经济高质量发展的核心驱动力。基于 2010—2023 年我国沿海
11 个省（自治区、直辖市）的面板数据，文章采用熵值法分别构建了海洋经济高质量发展和海洋新质生产力的评价指标体系，并运用计量经济模型，深入探讨了海洋新质生产力对海洋经济高质 量发展的影响效应及作用机制。研究表明，样本期内我国沿海地区海洋新质生产力和海洋经济高 质量发展水平总体呈现出上升趋势，但区域差异显著；海洋新质生产力对海洋经济高质量发展具 有正向赋能作用， 且环境规制在其中发挥了部分中介作用； 该赋能效应呈现明显的异质性特征， 在经济发展水平和城镇化水平较高的地区作用更为突出。基于上述结论，文章提出加快海洋新质 生产力培育、完善海洋环境规制体系、因地制宜推进海洋经济高质量发展等对策建议，为推动海 洋经济高质量发展提供政策参考。 |

| Mechanism of Marine New Quality Productive Forces Empowering the High-quality Development of the Marine Economy |

| The marine new quality productive forces serves as the core driving force for achieving high-quality development of the marine economy. Based on the panel data of 11 coastal provinces and municipalities in China from 2010 to 2023，this study constructs evaluation index systems for marine economic high-quality development and marine new quality productive forces respectively via the entropy method，and employs an econometric model to deeply investigate the effects and mechanism of marine new quality productivity on high-quality marine economic development. The research findings demonstrate that：during the sample period，the overall levels of marine new quality productivity and high-quality marine economic development in China’s coastal regions show an upward trend，with significant regional differences；marine new quality productivity exerts a positive enabling effect on the high-quality development of the marine economy，and environmental regulation plays a partial mediating role in this process；this enabling effect exhibits distinct heterogeneous characteristics，and is more prominent in regions with higher-level economic development and urbanization. Based on the above conclusions， this paper puts forward countermeasures and suggestions including accelerating the cultivation of marine new quality productivity，improving the marine environmental regulation system，and promoting high-quality marine economic development in accordance with local conditions，to provide policy references for advancing the high- quality development of China’s marine economy． |
