| 近年来，海洋团体标准凭借制定周期短、市场响应快和技术创新性强的优势，成为完善海 洋标准体系、激发市场主体活力和衔接国际规则的重要力量。文章从治理体系、发展规模和市场 布局等方面剖析了海洋团体标准的发展现状，同时，结合国内政策环境、市场需求、技术变革与 国际竞争形势，分析了当前发展面临的机遇与挑战，并提出了针对性发展建议，旨在为政府部门决 策、社会团体实践和市场主体应用提供参考，推动海洋团体标准在规范中提质、在创新中升级。 |

| In recent years，marine association standards have emerged as a vital force in improving the marine standardization system，stimulating the vitality of market entities，and aligning with international rules，owing to their short development cycles，rapid market responsiveness，and strong technological innovativeness．This paper analyzes the current development status of marine social organization standards in terms of the governance system，development scale，and market layout．It also examines the opportunities and challenges facing their development in light of the domestic policy environment，market demand，technological changes，and international competition．Targeted suggestions are proposed to provide references for government decision- making，the practices of social organizations，and the application by market entities，with the aim of enhancing the quality of marine association standards through standardization and promoting their upgrading through innovation，thereby providing stronger standardization momentum for China’s maritime power development． |
