| 海洋综合行政执法改革是提升海洋公共管理能力和推进海洋强国建设的重要支撑，数智技 术发展为改革深化提供了契机。涉海行政主体的协同整合搭建了执法转型推进的权力架构，为数 智技术的应用与制度的运行奠定基础；数智贯通嵌入是赋能主体协同和实现治理效能提升的物质 依托，同时衍生出新的制度诉求；制度适配建设则构成维系主体协同成效、规范数智技术运用的 规则保障。为促进主体协同整合，应当科学运用规则导向型主体协作模式，对既有动员型和策略 型主体协作开展法治化改造，以应对海洋综合行政执法的情境化挑战；为实现数智贯通嵌入，可 依托“奖惩并重”的涉海数智资源共享激励范式，推动资源实质性交互，破解“条块”体制下的 资源形式共享困境；为深化制度适配建设，应聚焦“政治势能”及其影响要素推进制度韧性建 构，重塑配套制度效能，从根本上扭转执法机制的空转。 |

| Logic and Implementation Pathways of the Digital and Intelligent Transformation of Integrated Maritime Administrative Law Enforcement |

| Abstract: |
| The reform of integrated maritime administrative law enforcement serves as a crucial pillar for enhancing maritime public governance capacity and advancing the development of a maritime power，while the advancement of digital and intelligent technologies provides an impetus for the deepening of this reform．The synergistic integration of maritime administrative entities establishes the power framework for advancing the transformation，laying the foundation for the application of digital-intelligent technologies and the operation of institutional mechanisms；digital-intelligent integration and embedding serve as the material foundation for empowering inter-agency collaboration and enhancing governance effectiveness，while simultaneously generating new institutional demands；and the construction of adaptive institutions constitutes the normative safeguard for sustaining the effectiveness of entity collaboration and regulating the use of digital-intelligent technologies．To promote the synergistic integration of maritime administrative entities，a rule-oriented collaboration model should be adopted to transform the existing mobilization-oriented and strategy-oriented collaboration models through the rule of law，so as to address the contextual challenges in integrated maritime administrative law enforcement．To realize the integrated embedding of digital and intelligent technologies，an incentive paradigm for maritime digital and intelligent resource sharing that balances rewards and penalties can be relied on to drive substantive interaction among such resources，thus resolving the dilemma of nominal sharing under the“tiao-kuai”（vertical-horizontal） administrative system．To deepen the construction of institutional adaptation，efforts should be focused on“political potential energy”and its influencing factors to advance the construction of institutional resilience，reshape the effectiveness of supporting institutions，and fundamentally reverse the idling of law enforcement mechanisms． |
