| 我国受海洋灾害影响严重，编制并实施国土空间海洋灾害风险防控规划，是对海洋灾害风 险进行源头管控和综合治理的重要手段。文章在总结海洋灾害风险防控规划研究与实践的基础 上，开展国土空间规划视角下海洋灾害的致灾机理研究，提出了海洋灾害风险防控规划的编制要 点，包括辨识海洋灾害风险、制定海洋灾害风险防控目标、布局海洋防灾空间和设施、提出规划 管控指引和规划协调与传导等，并提出完善数据和技术支撑、加强法律和政策保障、建立动态调 整机制等推动国土空间海洋灾害风险防控规划编制的建议。 |

| China is seriously affected by marine disasters．The preparation and implementation of territorial spatial planning for marine disaster risk prevention is an important means of source control and comprehensive management of marine disaster risk．On the basis of summarizing the research and practice of marine disaster risk prevention planning，this paper studies the disaster-causing mechanism of marine disasters from the perspective of territorial spatial planning，and puts forward the key points of marine disaster risk prevention planning，including identifying marine disaster risks，formulating marine disaster risk prevention and control objectives，allocating marine disaster prevention space and facilities，proposing planning control guidelines，planning coordination and implementation transmission，etc．The paper further proposes improving data and technical support， strengthening legal and policy guarantees，and establishing dynamic adjustment mechanisms to promote the preparation of territorial spatial planning for marine disaster risk prevention． |
