| 全球海洋治理思想体系在历史演进中形成了西方传统海洋思想、全球南方治理诉求与中国 海洋治理理念三大谱系。当前，以《联合国海洋法公约》为核心的治理体系面临理念缺陷、体系 缺陷、治理困境与实践困境等多重结构性难题，难以适配海洋治理现代化的现实需求。文章以全 球治理倡议为理论基础，界定中国海洋治理自主知识体系的含义与价值，提出以主权平等、国际 法治、多边主义、以人为本和行动导向为五大核心，为自主知识体系提供了系统的法理指引与价 值支撑；构建以共商、共建、共享为价值核心，以主权平等、公平正义、人海和谐和互利共赢为 基本理念，协调多重法律渊源与多元治理主体的中国特色海洋治理话语体系，实现对西方海洋理 论的批判性超越。中国应从加强学理构建、完善实践转化、提升话语传播和优化外部环境 4 个维度协同推进，使自主知识体系为全球海洋治理体系改革与海洋命运共同体建设贡献中国智慧与 中国方案。 |

| Construction and Practice of China’s Autonomous Knowledge System for Ocean Governance From the Perspective of the Global Governance Initiative |

| The intellectual system of global ocean governance has evolved into three major schools：traditional western maritime thought，the governance aspirations of the global South，and China’s ocean governance philosophy．The current governance system centered on the United Nations Convention on the Law of the Sea faces multiple structural challenges，including conceptual deficiencies，institutional flaws，governance dilemmas，and practical difficulties，making it difficult to meet the practical demands of modernized ocean governance．Taking the Global Governance Initiative as its theoretical basis，this study defines the autonomous knowledge system of China’s ocean governance，and proposes five core concepts—sovereign equality， international rule of law，multilateralism，a people-centered approach，and action orientation—which provide systematic legal guidance and value support for the autonomous knowledge system. On this basis，a discourse system for ocean governance with Chinese characteristics is constructed，with extensive consultation，joint contribution and shared benefits as its core value，and sovereign equality，fairness and justice，harmony between humanity and the ocean，and mutual benefit and win-win outcomes as its basic principles，coordinating multiple legal sources and diverse governance actors，thereby achieving a critical transcendence over the western maritime governance theory．China should advance the construction of the autonomous knowledge system from four synergistic dimensions：strengthening theoretical development，improving practical application，enhancing discourse dissemination，and optimizing the external environment，thereby enabling the autonomous knowledge system to contribute Chinese wisdom and solutions to the reform of the global ocean governance system and the building of a maritime community with a shared future for mankind． |
