| 海洋经济是区域经济结构性转型升级的关键变量。广西虽具备面向东盟的区位禀赋与陆海 交汇优势，但其向海经济的产出规模与产业集群能级，较之东南沿海省份仍存在结构性差距。在 此背景下，文章以破解广西海洋经济发展困局为研究目的，采用文献研究法和比较研究法，系统 梳理了广西海洋经济发展的现状与核心问题，通过多维度比较国内部分沿海地区财政支持海洋经 济发展的先进经验，提炼出可借鉴的实践路径与实施逻辑，聚焦财政政策机制创新展开系统研 究。文章认为，广西海洋经济发展存在产业结构失衡、科技支撑薄弱、陆海联动不足和政策体系 不完善等核心问题，而财政专项资金保障、国资平台资源整合和产业投资基金撬动是沿海地区推 动海洋经济发展的有效路径。基于此，文章从完善现代海洋产业体系、加大海洋科技创新财政投 入、深化面向东盟的海洋财政合作、设立海洋经济专项财政资金、组建政府直属的海洋经营主体 和设立海洋产业发展投资基金六个维度，提出财政政策协同保障广西海洋经济高质量发展的实施 路径，构建多元化、可持续的海洋经济发展机制。文章的创新点在于立足广西面向东盟的区位特 色，将财政政策协同与海洋资源整合、产业升级、陆海联动深度融合，提出兼具科学性与可操作 性的政策组合方案，既为广西突破海洋经济发展瓶颈提供政策参考，也为后发地区海洋经济高质 量发展的财政政策制定提供实践借鉴。 |

| Research on Countermeasures for Fiscal Policy Coordination to Guarantee the High-Quality Development of Guangxi’s Marine Economy |

| The marine economy is a key variable in the structural transformation and upgrading of regional economies．Despite Guangxi’s locational advantages facing ASEAN and its land-sea convergence strengths，its output scale and industrial cluster capabilities in marine-related sectors still exhibit structural disparities compared to southeastern coastal provinces．Against this backdrop，this study aims to address Guangxi’s marine economic development challenges．It systematically analyzes the current state and core issues of Guangxi’s marine economy，extracts replicable practical approaches and implementation logic by conducting multidimensionally comparisons of advanced fiscal support experiences of coastal areas in China，and conducts a systematic study on fiscal policy mechanism innovation．The research identifies core problems such as industrial structure imbalance，weak technological support，insufficient land-sea coordination，and incomplete policy systems in Guangxi’s marine economy development．It concludes that specialized fiscal fund guarantees，state-owned platform resource integration，and industrial investment fund leverage are effective pathways for coastal areas to promote marine economic development．Based on this，the paper proposes six dimensions for fiscal policy synergy to ensure high-quality marine economic development in Guangxi：improve the modern marine industry system，increasing fiscal investment in marine technology innovation，deepening ASEAN-oriented marine fiscal cooperation，establishing special fiscal funds for the marine economy，forming government-affiliated marine management entities，and setting up marine industry development investment funds．These measures aim to build a diversified and sustainable marine economic development mechanism．The study’s innovation lies in leveraging Guangxi’s ASEAN-facing locational characteristics to deeply integrate fiscal policy synergy with marine resource integration，industrial upgrading，and land-sea coordination，proposing a scientifically sound and actionable policy package．This not only provides policy references for Guangxi to break through marine economic development bottlenecks but also offers practical insights for fiscal policy formulation in late-developing regions pursuing the high-quality development of the marine economy． |
