海洋新污染物治理政策的公众偏好研究— 基于选择实验法

摘要:
海洋新污染物作为影响海洋生态系统健康与公共安全的新兴环境风险,其治理效果在很大 程度上取决于公众对相关政策的理解与偏好。为系统识别公众对不同治理路径与政策目标之间的 权衡,文章以山东省青岛市为研究案例,基于选择实验法设计政策情景,采用多项式 Logit 模型和随机参数 Logit 模型进行分析,系统评估公众对海洋新污染物治理政策组合的选择倾向,重点考察公众在“源头—过程—末端”全链条治理路径及效率与公平之间的取舍关系。研究结果显 示,公众普遍倾向于积极的治理措施,对不同阶段政策的偏好依次为源头管控、末端治理、过程 控制,且对公平的重视程度显著高于效率;收入高、家庭人口多和参与过环保活动的公众对海 洋新污染物治理的意愿更加强烈。研究结果为构建海洋新污染物治理政策体系提供了重要的微 观证据。

Public Preferences for Marine Emerging Contaminants Governance Policies

Abstract:
Marine emerging contaminants pose a new environmental risk to marine ecosystem health and public safety; therefore,the effectiveness of their governance largely depends on the public’s understanding of and preferences for relevant policies.To systematically identify how the public makes trade-offs between different governance pathways and policy objectives,this study utilizes Qingdao,Shandong Province,as a case study and designs policy scenarios based on a choice experiment. Multinomial Logit and Random Parameter Logit models are employed to analyze public preferences for various governance policy combinations. Specifically,the study focuses on public trade-offs along the full-chain“source-process-end-of-pipe”governance pathway,as well as the balance between efficiency and equity. The results indicate that the public generally prefers proactive governance measures,with preferences for policies at different stages ranking as follows:source control,end-of-pipe treatment,process control.Furthermore,equity is valued significantly more than efficiency.Heterogeneity analysis further reveals that respondents with higher incomes, larger household sizes,and prior participation in environmental protection activities exhibit a stronger willingness to support marine emerging contaminant governance.The findings provide important micro-level evidence for building a policy framework for marine emerging contaminants governance.
