| 在“双碳”目标、“十五五”开局及海洋经济高质量发展的背景下，蓝碳正成为连接海洋 生态保护、绿色低碳转型与海洋经济高质量发展的重要抓手。文章从蓝碳经济视角出发，分析蓝 碳经济、海洋经济绿色低碳发展与海洋经济高质量发展之间的递进关系，在此基础上，从海洋经 济转型的现实情境出发讨论蓝碳嵌入海洋经济的场景基础和需求条件。研究发现，蓝碳赋能海洋 经济绿色低碳高质量发展的作用，主要通过生态价值识别、价值转化、产业嵌入和制度协同四项 机制实现，但目前仍面临法律制度供给不足、价值实现链条不畅、产业嵌入深度不够和跨部门协 同偏弱等现实挑战。为此，应围绕蓝碳资源调查、项目入库、核算认证、交易融资、空间规划衔 接和协同治理等关键环节，完善蓝碳价值实现的制度与管理路径，推动海洋生态优势加快转化为 产业优势和发展优势。 |

| The Internal Logic，Practical Constraints，and Realization Pathways of Blue Carbon Empowering the Green，Low- Carbon，and High-Quality Development of the Marine Economy |

| Against the backdrop of the“dual carbon”goals，the beginning of the 15th Five-Year Plan period，and the pursuit of high-quality development of the marine economy，blue carbon is becoming an important lever linking marine ecological protection，green and low-carbon transition，and the high-quality development of the marine economy． From the perspective of the blue carbon economy，this paper analyzes the progressive relationship among the blue carbon economy，the green and low-carbon development of the marine economy，and the high-quality development of the marine economy．On this basis，it examines the practical foundation and demand conditions for embedding blue carbon into the marine economy in the context of the marine economy’s ongoing transformation．The study finds that blue carbon contributes to the green，low-carbon，and high-quality development of the marine economy mainly through four mechanisms：ecological value identification，value conversion，industrial incorporation，and institutional coordination．However，it still faces practical challenges，including insufficient legal and institutional support， an underdeveloped value realization chain，limited depth of industrial incorporation，and weak cross-departmental coordination．To address these issues，it is necessary to improve the institutional and managerial pathways for realizing blue carbon value by focusing on key links such as blue carbon resource surveys，project registration，accounting and certification，trading and financing，spatial planning coordination，and collaborative governance，so as to accelerate the transformation of marine ecological advantages into industrial and developmental advantages. |
