| 随着经济的快速发展，海洋废弃物倾倒规模逐步扩大，倾倒区用海需求不断增加。海洋倾 倒区占用了海洋空间资源，根据相关法律法规的要求，需对其海域使用活动进行规范管理。文章 梳理了我国海洋倾倒区用海的管理情况，针对海洋倾倒区用海管理中存在的问题，如用海性质不 明确、用海审批管理机制亟待完善、用海面积控制标准缺失、海域使用金征收政策有待优化，以 及事中事后监管需加强等进行了深入分析，提出了加强海洋倾倒区用海管理的政策建议，为下一 步制定海洋倾倒区海域使用管理办法提供了理论支撑。 |

| With the rapid development of the economy，the scale of marine waste dumping has gradually increased，leading to a growing demand for sea area use in marine dumping zones．These zones occupy marine spatial resources，and according to relevant laws and regulations，their sea area usage must be regulated． This paper systematically reviews the management practices of marine dumping zones in China，conducts an in- depth analysis of existing issues，including unclear nature of sea area use，incomplete management of sea area use approvals，absence of standards for controlling the size of marine dumping zones，incomplete policies on sea area use fee collection，and insufficient mid- and post-event supervision．Furthermore，it proposes policy recommendations for the management of the sea area usage of marine dumping zones，providing a theoretical foundation for the next step in formulating regulations on the sea area usage for marine dumping zones. |
