| 2018 年国家机构改革中，国家海洋局不再保留，涉海职能在不同机构间的重叠问题如何破解尚缺乏理论支撑。文章基于“集权论”和“计划论”阐释“海洋综合管理与行业管理相结合” 的观念，立足“分权论”和“大部制”解析国家机构改革背景下海洋管理体制重构的动因，结合 “协同论”和“治理论”探究海洋管理制度优势转化为治理效能的动力机制。从发展脉络视角回 应现阶段海洋管理机构职能体系构建逻辑，随着海洋强国建设的深入推进和全球海洋治理参与需 求的提升，需要进一步明确如何优化海洋行政管理与海上执法体制的协同效能，构建新时代海洋 管理机构职能优化协同的理论框架，实现整体性的海洋治理，不断把海洋管理制度优势更好地转 化为海洋治理效能。 |

| Abstract: |
| Following the 2018 national institutional reform，the State Oceanic Administration（SOA）was integrated into the Ministry of Natural Resouces（MNR），leading to a theoretical gap in addressing the functional overlaps among sea-related organizations．This study explains the concept of“comprehensive management of the ocean combined with industry management”based on the“centralization theory”and“planning theory”，and analyzes the national institutional reform in the context of how to solve the overlap of sea-related functions between different agencies based on the“decentralization theory”and“major ministry system”．The concept of“combination of comprehensive management and industry management”is explained by“centralization theory”and“planning theory”，the motivation for the reconstruction of the marine management system in the context of national institutional reform is analyzed based on“decentralization theory”and“major ministry system”，and the advantages of marine management system are transformed into the effectiveness of governance by combining with“synergy theory”and“governance theory”． In the context of“synergy theory”and“governance theory”，it explores the dynamic mechanism of transforming the advantages of the management system into the effectiveness of governance．With the in-depth advancement of the construction of a maritime power and the improvement of the demand for participating in global ocean governance，it is necessary to further consider how to optimize the collaborative efficiency of marine administrative management and maritime law enforcement systems in response to the logic of constructing the functional system of marine management institutions at the present stage from the perspective of development．In addition，the theoretical framework of optimizing the functional synergy of the marine management institutions in the new era is constructed，so as to realize holistic ocean governance，and to continuously convert the advantages of the marine management system into the efficacy of ocean governance．The advantages of the ocean management system will be better transformed into the effectiveness of ocean governance. |
