海上风电与海洋牧场融合模式、发展路径与实现机制研究

摘要:
海上风电与海洋牧场融合发展已成为突破海域资源约束、提升海域利用效率的重要路径。 文章系统分析了融合发展的现状与综合效益,识别其驱动机制,探索不同海域条件下融合发展的 最优模式,并系统构建了融合发展路径与实现机制。研究表明:融合发展既来自资源协同与技术 融合的内在驱动, 也受到市场倒逼与政策引导等外部推动; 融合发展模式与海域特征密切相关, 呈现“空间维度—融合深度—技术维度”三维发展路径:在空间维度上,由近海浅水向深远海拓 展;在融合深度上,从空间共享向结构共生深化;在技术维度上实现从基础应用向集成创新升级。为保障融合路径的有效实施,文章从空间规划、技术融合、产业协同与政策保障 4 个层面,系统构 建了实现机制。研究成果旨在为推动海上风电与海洋牧场融合发展提供理论支撑与政策参考。

Research on the Multi-use Modes,Development Pathways and Implementation Mechanism of Offshore Wind Power and Marine Ranching

Abstract:
The multi-use(MU)of offshore wind power and marine ranching has become a key pathway to overcome marine space constraints,enhance spatial utilization efficiency,and mitigate development.This paper analyzes the current situation and comprehensive benefits of MU development,identifies its driving mechanisms,explores the optimal development mode under different maritime space,and systematically constructs MU development pathway and implementation mechanism.The study reveals that MU is driven by both internal forces,such as resource synergy and technological integration,and external factors,including market pressure and policy guidance. The MU mode is closely related to marine area characteristics,demonstrating a three-dimensional development path of“space–integration depth–technology”:spatially,it expands from nearshore shallow waters to deep and far-sea areas;in integration depth,it progresses from spatial sharing to structural symbiosis;and technologically,it advances from basic application to integrated innovation.To ensure the effective implementation of the MU pathway,an implementation mechanism is systematically designed from four aspects: spatial planning,technological innovation, industrial synergy,and policy support.The study aims to provide theoretical insights and policy references for the MU development of offshore wind power and marine ranching.
