| 海洋经济高质量发展是实现海洋强国战略目标的重要基石，而海洋强国战略则为海洋经济 高质量发展提供了根本遵循。文章通过系统梳理海洋强国战略发展目标，构建包含经济结构优化、 生态安全保障、社会效益提升三个维度的海洋经济高质量发展评价体系。基于 2011—2022 年中国沿海 11 个地区的面板数据，将纵横向拉开档次法（VHSD）与传统熵值法（EM）相结合，构建“VHSD-EM”动态综合评价模型，有效解决了海洋经济系统时序动态性与指标异质性特征问题， 并运用该模型测度海洋经济高质量发展指数。同时，结合区域协调发展视角，深入解析三大海洋 经济圈发展差异的形成机理。研究结果表明，我国海洋经济高质量发展水平总体呈现稳中有升的 态势，其中东部海洋经济圈综合发展水平持续领先，南部海洋经济圈在产业结构以及区域协调方 面的问题有待解决，北部海洋经济圈在创新驱动和生态治理方面存在显著提升空间。 |

| Measurement of High-Quality Development of the Marine Economy Based on the “VHSD-EM” Model |

| The high-quality development of the marine economy is an important cornerstone for achieving the strategic goal of a maritime power，while the development strategy of a maritime power provides fundamental guidelines for the high-quality development of the marine economy．This study systematically reviews the strategic development goals of building Maritime Power and constructs an evaluation system for the high-quality development of the marine economy，which includes three dimensions：optimization of economic structure， ecological security assurance and enhancement of social benefits．Based on panel data from 11 coastal provinces in China from 2011 to 2022，this research combines the Vertical and Horizontal Staging Method（VHSD）with the traditional Entropy Method（EM）to establish a‘VHSD-EM’dynamic comprehensive evaluation model，effectively addressing the temporal dynamics and indicator heterogeneity characteristics of the marine economy system，and uses this model to measure the high-quality development index of the marine economy．From the perspective of regional coordinated development，it deeply analyzes the formation mechanisms of the development differences among the three major marine economic zones．The research results indicate that the overall level of high-quality development of China’s marine economy shows a steady upward trend，with the eastern marine economic zone continuously leading in comprehensive development level，the southern marine economic zone facing issues in industrial structure and regional coordination that need to be addressed，and the northern marine economic zone having significant room for improvement in innovation-driven and ecological governance aspects． |
