| 蓝旗计划是全球极具影响力的海岸生态与旅游管理认证体系，蓝旗沙滩是该计划最核心的认证对象。文章总结并借鉴南非、巴西、印度、日本等国推进和落实蓝旗沙滩的经验，从构建强引导、优衔接的技术工作体系，建立破约束、促整合的资源保障机制，打造多元参与的协同治理格局，推进因地制宜的本土化实践模式四个维度提出针对性建议，为中国海岸带综合管理提供理论参考与实践指引。 |

| The Blue Flag program is a globally influential certification system for coastal ecology and tourism management，with Blue Flag beaches as its core certification category．This paper draws on the experience of South Africa，Brazil，India，and Japan in promoting and implementing Blue Flag beaches and proposes targeted recommendations for China，including：constructing a technical work system with strong guidance and sound connection；establishing a resource assurance mechanism to break constraints and promote integration；creating a collaborative governance model with multi-stakeholder participation；and advancing localized practices tailored to local conditions，providing theoretical references and practical guidance for integrated coastal management in China． |
