岛屿国家的蓝碳模式—以塞舌尔为例

摘要:
蓝碳具有捕捉、利用与封存 CO2 的功能,是陆地碳汇的可持续替代品。岛屿国家易受气候变化的影响,因而高度重视海洋的碳汇功能,探索其蓝碳发展模式对国际社会可持续发展具有重要的参考意义。塞舌尔是位于印度洋的典型小岛屿发展中国家,以小国和海洋外交为决策理论依托,积极推行海洋保护区建设、蓝色债券和国际合作等措施,以发挥海洋碳汇的正向作用。然而,塞舌尔蓝碳模式在实践中仍存在生态环境威胁、认知局限和技术局限等困境,在其国内主要从立法保障、蓝碳融资、多元参与、技术支持与能力建设四个方面应对蓝碳挑战,以保障海洋安全。我国拥有 11 000 多个海岛,应考虑借鉴塞舌尔模式的成功经验,最大限度地发挥我国蓝碳潜力,推动海洋可持续发展。

Abstract:
Blue carbon is an emerging concept that plays a vital role in mitigating and adapting to climate change.It captures,utilizes,and sequesters CO2,making it a sustainable alternative to terrestrial carbon sinks.Island nations,highly vulnerable to climate change,place significant emphasis on the carbon sequestration potential of marine ecosystems.Their blue carbon development models offer valuable insights for the international community. Seychelles,a typical small island developing state in the Indian Ocean,has adopted a proactive approach to blue carbon.Relying on the decision-making theories of small states and ocean diplomacy,it has implemented measures such as marine protected areas,blue bonds,and international cooperation.These efforts aim to maximize the positive functions of marine carbon sinks.However,the blue carbon model in Seychelles faces several challenges.These include threats to the ecological environment,limitations in awareness,and technological constraints.To address these issues,Seychelles has focused on legislative safeguards,blue carbon financing,multi-stakeholder participation,and technological support and capacity building.Given that China has over 11,000 islands,it can draw on the successful experiences of Seychelles to unlock its blue carbon potential and promote sustainable marine development.
