社会—技术系统视角下海洋经济绿色全要素生产率提升的组态路径研究

摘要:
推动海洋产业绿色转型、提升海洋经济绿色全要素生产率,是海洋经济高质量发展的关键。 文章将社会—技术系统的分析框架与动态 QCA 分析法相结合,提炼出宏观景观层、中观体制层、微观创新利基层 3 个层面的 6 个前因变量,以 2012—2022 年中国沿海 11 个省(自治区、直辖市)全要素生产率指数为结果变量,从组态视角深入探究海洋经济绿色全要素生产率的驱动机制及提升路径。结果发现:(1)单一要素不构成海洋经济绿色全要素生产率提升的必要条件,但是产业结构优化、技术研发水平对海洋经济绿色全要素生产率提升的作用较强;(2)存在 4 条差异化实现路径:海洋经济发展—环境政策扶持主导型(M1)、环境政策扶持—人才储备数量驱动型 (M2)、内生要素驱动型(M3)、创新要素协同型(M4);(3)从时空维度来看,我国海洋经济绿色发展不存在明显的时空效应,但是绿色全要素生产率水平存在显著差异。文章研究发现,对实 现海洋经济高质量发展的多元模式具有重要的理论与实践启示。

Configurational Paths of Marine Economy Green Total Factor Productivity Improvement From a Socio-Technical Perspective

Abstract:
The key to the high-quality development of the marine economy is promoting the green transformation of the marine industry and enhancing the green total factor productivity of the marine economy.This paper combines the analytical framework of the socio-technical system with the qualitative comparative analysis(QCA) method of dynamic fuzzy set to extract six antecedent variables at three levels:The macro-landscape level, the meso-institutional level,and the micro-innovation niche level.Taking the total factor productivity index of 11 coastal provinces(autonomous regions and municipalities)in China from 2012 to 2022 as the outcome variable,the paper explores the driving mechanism and enhancement path of the marine economy green total factor productivity(MGTFP)in depth from a configurational perspective.The results show that:(1)A single factor does not constitute a necessary condition for improving MGTFP,however,optimizing industrial structure and increasing scientific and technological R&D expenditure play a stronger role in improving the green MGTFP of the marine economy.(2)There are four differentiated realization paths:marine economic development and environmental policy support(M1);environmental regulation and human capital accumulation(M2); endogenous factors(M3);and innovation and factor synergy(M4).(3)From the spatial-temporal dimension, there is no obvious spatio-temporal effect on the green development of China’s marine economy;however,there is a significant difference in the level of green total factor productivity.The findings of this paper have important theoretical and practical implications for realizing multiple models of the high-quality development of the marine economy.
