| 海洋是高质量发展的战略要地。培育海洋新质生产力，提升海洋全要素生产率，对实现海 洋经济高质量发展具有重大意义。为探究海洋新质生产力对海洋全要素生产率提升的作用机制， 基于 2007—2021 年中国沿海 11 个省（自治区、直辖市）的面板数据，采用固定效应模型和中介
效应模型进行研究。研究结果表明：（1）海洋新质生产力显著提升了海洋全要素生产率，该结果在经过一系列稳健性检验后依然成立。（2）海洋新质生产力可通过推动海洋产业结构升级和促进 技术进步来提升海洋全要素生产率。（3）海洋新质生产力对不同区域地理位置和不同经济发展水 平地区的海洋全要素生产率的提升效应存在差异，海洋新质生产力对东部、南部海洋经济圈和高 海洋经济发展水平地区的海洋全要素生产率具有显著正向影响，这一影响在北部海洋经济圈和海 洋经济发展水平较低的地区不显著。基于研究结论，文章从培育海洋新质生产力、促进海洋产业 结构升级和强化海洋科技创新 3 个维度提出相关政策建议。 |

| Research on the Mechanism of the Impact of Marine New Quality Productivity on the Improvement of Marine Total Factor Productivity |

| The ocean is a strategic location for high-quality development．Cultivating marine new productivity and enhancing the total factor productivity of the ocean are of great significance for achieving high-quality development of the marine economy．To explore the mechanism by which marine new productivity boosts the total factor productivity of the ocean，this study uses panel data from 11 coastal provinces（autonomous regions and municipalities）of China from 2007 to 2021 and employs fixed effect models and mediation effect models for research．The findings are as follows：（1）Marine new productivity significantly enhances the total factor productivity of the ocean，and this result remains valid after a series of robustness tests.（2）Marine new quality productivity can improve the total factor productivity of the ocean by promoting the upgrading of the marine industrial structure and advancing technological progress．（3）There are differences in the improvement effect of marine new quality productivity on the total factor productivity of different geographical locations and economic development levels．Marine new quality productivity has a significant positive impact on the total factor productivity of the eastern and southern marine economic circles，as well as areas with high levels of marine economic development．This impact is not significant in the northern marine economic circle and areas with lower levels of marine economic development．Based on this，relevant policy recommendations are put forward from three dimensions：cultivating new marine productivity，promoting the upgrading of the marine industrial structure，and strengthening marine technological innovation. |
