| 长期大规模围填海活动引发海洋生态问题，浙江省积极推进围填海历史遗留问题区域生态 修复，但当前该类项目成效评估尚处于探索阶段，存在指标选取片面、权重计算模糊等问题，难 以支撑修复工程动态优化与决策。为解决上述问题， 文章以浙江区域为研究对象，旨在构建科学、系统且可量化的围填海历史遗留问题生态修复项目成效评估指标体系。该体系综合项目绩 效、项目管理和社会经济效益 3 个维度，涵盖了 14 种个性评估指标与 4 种共性评估指标的选择与获取、权重计算与验证、综合评估标准 3 部分内容。文章以浙江区域生态修复项目管理实践为例对提出的成效评估体系进行验证，分析了评估结果以及所提出的评估体系对于不同地域类型修复 项目的适应性，为浙江及其他区域的围填海历史遗留问题生态修复项目成效评估提供技术参考。 |

| Construction of Evaluation Index System for Ecological Restoration Projects Facing Historical Legacy Issues of Land Reclamation |

| Long-term large-scale reclamation activities have caused marine ecological problems，and Zhejiang Province has actively promoted ecological restoration in areas affected by historical reclamation activities． However，the current effectiveness evaluation of such projects is still at an exploratory stage，with problems such as one-sided indicator selection and unclear weight calculation，which make it difficult to support the dynamic optimization and decision-making of restoration projects．In order to address these issues，this paper takes the Zhejiang region as the research object and aims to build a scientific，systematic，and quantifiable evaluation index system for assessing the effectiveness of ecological restoration projects related to historical reclamation issues．The system integrates three dimensions-project performance, project management，and socio-economic benefits-covering the selection and acquisition of 14 kinds of personality evaluation indicators and 4 general evaluation indicators，weight calculation and validation，and comprehensive evaluation standards．Taking the management practice of ecological restoration projects in Zhejiang Province as an example，this paper verifies the proposed effectiveness evaluation system，analyzes the evaluation results and the adaptability of the proposed system to different regional types of restoration projects，and provides technical reference for the effectiveness evaluation of ecological restoration projects related to historical reclamation issues in Zhejiang and other regions. |
