| 随着全球气候变化加剧和人类海洋活动日益频繁，海洋生态系统面临前所未有的压力, 海洋生态预警监测成为评估和预防海洋环境风险的重要手段。海洋生态预警监测机构作为技术力量，在海洋生态预警、协助海洋管理和科学研究等方面发挥着重要作用，是实现海洋生态全面保护的基础环节。基层监测机构作为海洋生态保护的第一道防线，其重要性日益凸显。文章分析了基层机构的角色和功能，探讨了基层海洋生态预警监测机构在当前背景下所面临的机遇与挑战，并提出了应对策略，旨在提高基层机构的运行效率，为海洋生态文明建设提供有力支撑。 |

| With the intensification of global climate change and the increasing frequency of human marine activities, the marine ecosystem is facing unprecedented pressure. Marine ecological early warning and monitoring has become an important means to assess and prevent marine environmental risks. Marine ecological early warning and monitoring institutions, as technical forces, play an important role in marine ecological early warning, assisting marine management and scientific research, which are basic links to achieve comprehensive protection of marine ecology. The importance of basic institutions, as the first line of protecting marine ecology, is increasingly prominent. This article analyses the role and function of basic institutions, explores the opportunities and challenges faced by basic marine ecological warning and monitoring institutions under the current background, and proposes strategies and suggestions, aiming to improve the operational efficiency of basic institutions and provide strong support for the construction of marine ecological civilization. |
