| 世界百年未有之大变局正在加速演进，海洋正成为塑造全球规则机制与话语体系的主要竞争领域，海洋科学则是提升各国话语权的核心动力之一。为系统评估全球海洋科学的现状、能力和趋势，联合国教科文组织政府间海洋学委员会组织编写了《全球海洋科学报告》，为衡量海洋科学发展现状提供了关键的评估基准线，并着重强调海洋可持续发展是引导与推动未来海洋国际秩序演化与变革的重要标准。我国应积极参加国际海洋事务，强化海洋科学与政策制度间的相互转化与促进，影响与推动国际海洋秩序变革，从而扩大“海洋命运共同体”理念在国际海洋事务中的影响。 |

| The world is undergoing major changes unseen in a century, and the ocean is becoming the main competition object for shaping the global rule mechanism and discourse system. Ocean science is one of the core driving forces to enhance the discourse power of all countries. In order to systematically assess the status, capacity and trends of global ocean science, the UNESCO-IOC has compiled the Global Ocean Science Report, which provides a key assessment baseline for measuring the current status of ocean science, and emphasizes the importance of sustainable development, which is a criterion for guiding and shaping the evolution and transformation of the future ocean international order. China should actively participate in international ocean affairs, strengthen the mutual transformation and promotion between ocean science and policy making, influence and promote the reform of the international maritime order. So as to promote the recognition of the concept of "community with a shared future for the ocean" in global ocean affairs. |
