| 在全球气候变化背景下，海岸带可持续发展面临重大挑战，海滩资源的生态价值保护与管理日益紧迫。文章以海岸带管理的先进国家西班牙为例，系统分析其海岸带管理法律体系的演进历程及典型案例，重点探讨其在法治建设、制度创新和生态修复技术应用等方面的先进经验和存在的问题。针对中国砂质岸线资源现状，提出完善的法律法规体系、优化空间利用效率、严控投机性建设、统筹保护与开发、推进技术与理论创新等相关对策及建议，以期促进海岸带海滩资源的环境保护与社会经济协调发展。 |

| In the context of global climate change, coastal zones face significant challenges in sustainable development, with increasingly urgent needs for protecting and managing the ecological value of beach resources. Taking Spain, a country advanced in coastal zone management, as an example, this study systematically analyzes the evolution of its coastal management legal system and typical cases, focusing on its advanced experience in legal construction, institutional innovation, and ecological restoration technology application, and existed problems. In response to the current status of China′s sandy coastline resources, this study proposes several countermeasures and recommendations, including improving the legal and regulatory system, optimizing spatial utilization efficiency, strictly controlling speculative construction, coordinating protection and development, and promoting technological and theoretic innovations, aiming to facilitate the harmonious development between environmental protection and socio-economic progress for coastal beach resources. |
