| 2007年以来,浒苔灾害在黄海海域连续暴发,对海洋生态环境及生活生产造成负面影响。对浒苔灾害的综合治理主要通过组织打捞工作来进行防线控制,渔民是浒苔治理中前置打捞和近岸打捞中重要的一环。文章以青岛市浒苔灾害为例,通过实地调研和深度访谈,运用扎根理论这一质性研究方法,研究渔民参与浒苔治理意愿到行为的演进过程,构建了参与意愿到行为演进的整合归因模型。研究发现:(1)由环境认知因素、利益认知因素、道德认知因素构成“认知三角形”是渔民参与意愿形成的内生动力,是参与意愿演进为参与行为的基础。(2)政府行为是参与意愿到行为演进过程中重要的外部驱动力,发挥着调节效应。(3)包括参与机制烦琐、纪律规定严苛、政策认知偏差在内的限制因素是参与意愿到行为演进过程的现实阻力。最后,文章提出了给予经济激励、提升渔民素养、建立政府-渔民信息共享平台、完善参与机制等相关建议。 |

| How Fishermen′s Intention to Participate in Marine Environmental Governance Evolves Into Participatory Behavior: An Integrative Attribution Model:Taking Fishermen′s Participation in Seabed Moss Salvage in Qingdao as an Example |

| Since 2007, seagrass disasters have occurred continuously in the Yellow Sea, negatively affecting the marine ecological environment and life production. The comprehensive management of seagrass disaster relies on the organization of seagrass salvage work during the growing period to carry out line of defense control, and fishermen are an important part of front salvage and near-shore salvage in seagrass management. This paper takes the seashore moss disaster in Qingdao City as an example, through field research and in-depth interviews, uses the qualitative research method of rootedness theory to study the evolution of fishermen′s willingness to participate in seashore moss management to their behavior, and constructs an integrated attribution model of the evolution of participation willingness to behavior. The study found that: (1) the “cognitive triangle” composed of environmental cognitive factors, interest cognitive factors, and moral cognitive factors is the endogenous driving force for the formation of fishermen′s willingness to participate, and it is the basis for the evolution of the willingness to participate into participation behavior. (2) Government behavior is an important external driving force in the evolution of participation willingness to behavior, playing a regulatory effect. (3) Constraints are the real resistance in the process of evolution of participation willingness to behavior, and if they cannot break away from the shackles of constraints, the fishermen′s willingness to participate in seabed moss management cannot be transformed into participation behavior smoothly. Finally, it is proposed to give economic incentives, improve fishermen′s literacy, establish a government-fishermen information sharing platform, and improve the participation mechanism and other related suggestions. |
