| 文章基于全国53个沿海城市2011—2021年的面板数据,运用多时期双重差分模型和空间杜宾模型对海洋经济创新发展示范城市政策的政策效应进行评估。研究结果表明:(1)海洋经济创新发展示范城市政策促进了沿海城市创新能力的提升且政策效果具有区域异质性。相较于经济欠发达地区,经济发达地区政策效果更显著。(2)中介效应分析表明,海洋经济创新发展示范城市政策可以通过加大财政科技支出和推动产业结构升级两种路径提高城市的创新能力。(3)海洋经济创新发展示范城市政策对邻近城市创新能力的提升具有正向空间溢出效应。国家应继续支持海洋经济创新发展示范城市的建设工作,加大政策的执行力度,实现创新引领的高质量发展。 |

| Research on the Effect of the Policy of Model Cities for Innovative Development of Marine Economy on the Cities′ Innovation Capacity |

| Based on the panel data of 53 coastal cities in China from 2011 to 2021, this paper evaluates the effect of the policy of model cities for innovative development of marine economy by using multi-period double-difference model and spatial Durbin model. The results of the study show that: (1) The policy of model cities for innovative development of marine economy promotes the improvement of the innovation capacity of coastal cities and the policy effect is regionally heterogeneous. Compared with less developed regions, the policy effect is more significant in economically developed regions. (2) The mediation effect analysis shows that the policy of model cities for innovative development of marine economy can improve the city's innovation capacity through two paths: increasing financial expenditure on science and technology and promoting industrial structure upgrading. (3) The policy of model cities for innovative development of marine economy has a positive spatial spillover effect on the enhancement of innovation capacity to neighboring cities. Government should continue to support the construction of model cities for the innovative development of the marine economy and increase the implementation of the policy. The nation will achieve innovation-driven high-quality development. |
