| 随着海洋强国战略的实施，对我国高质量发展与利用海洋空间资源提出更高要求。由于海洋资源的流动性特征，海洋空间规划是一个不断演变发展调适的过程，海洋空间规划经历过陆海分治、陆海交错和陆海统筹3个发展阶段，文章通过归纳海洋空间规划40年以来的产生与演进历程，指出海洋空间规划面临的难点，并基于陆海统筹背景，展望海洋空间规划演化趋势。 |

| The 40-Year Evolution of Marine Spatial Planning Under the Background of Land and Sea Coordination |

| Abstract: |
| With the implementation of the strategy of maritime power, higher requirements are put forward for the high-quality development and utilization of marine space resources in China. Due to the liquidity characteristics of marine resources, marine spatial planning is a process of continuous evolution, development and adjustment. Marine spatial planning has experienced three stages of development : land-sea separation, land-sea crisscross and land-sea coordination. This paper summarizes the generation and evolution of marine spatial planning in the past 40 years. The difficulties faced by marine spatial planning are pointed out. Based on the background of land and sea coordination, the evolution trend of marine spatial planning is prospected. |
