| 研究海洋强国战略的政策效应对培养海洋经济新动能、推动沿海地区渔业经济高质量发展具有重要指导意义。文章基于2006—2020年中国省级面板数据，聚焦依海富国、以海强国、人海和谐的海洋强国战略目标，依托经济活力、创新效率、绿色发展3个维度构建渔业经济高质量发展评价体系，在鲁宾反事实分析框架下运用合成控制法定量评估海洋强国战略对沿海地区渔业经济高质量发展的影响。研究发现，海洋强国战略对沿海地区渔业高质量发展水平具有显著的促进效应，但也存在地区异质性。从分子维度来看，海洋强国战略对渔业经济活力与创新效率均产生正向影响，对渔业绿色发展表现为先抑制再促进。据此提出，应加快海洋强国建设，注重渔业经济、科技、生态各方面协同发展，并因地制宜制定渔业发展政策引领，缩小地区间渔业经济高质量发展差距。 |

| The Impact of Maritime Power Strategy on High Quality Development of Fishery Economy：Taking China′s Coastal Areas as an Example |

| Studying the policy effects of the strategy of maritime power is of great guiding significance for cultivating new dynamic energy of the ocean economy and promoting the high-quality development of the fishery economy in coastal areas. Based on China′s provincial panel data from 2006 to 2020, focusing on the maritime power strategic goal of relying on the sea to enrich the country, utilizing the sea to strengthen the country, and achieving harmony between people and the sea,relying on three dimensions of economic vitality, innovation efficiency, and green development, this paper constructs an evaluation system for the high-quality development of the fishery economy, and applies the synthetic control method counterfactual analysis to quantitatively assess the impact of the maritime power strategy on the high-quality development of the fishery economy of the coastal areas. The study found that the strategy of maritime power has a significant impact on the high-quality development of the fishery economy in coastal areas. The study found that the strategy of maritime power has a significant promotion effect on the level of high-quality development of the fishery industry in coastal areas, but there is regional heterogeneity. In the molecular dimension, the strategy of maritime power has a positive impact on the economic vitality and innovation efficiency of the fishery industry, and inhibits and then promotes the green development of the fishery industry. Accordingly, we propose that we should accelerate the building of a maritime power, emphasize the synergistic development of fishery economy, science and technology, and ecology, and formulate fishery development policies according to local conditions to narrow the gap of high-quality development of fishery economy among regions. |
