| 在全球气候变化背景下，风暴潮、海浪等海洋灾害变多变强，海平面上升、厄尔尼诺/拉尼娜、海洋酸化和缺氧等现象更加显著，增加了海洋灾害防御和海洋生态保护工作的困难。文章综述了2018年自然资源部成立以来海洋预警监测领域工作的最新进展，归纳了海洋预报警报和防灾减灾、海洋领域应对气候变化、海岸带生态保护修复、海洋生态预警监测等方面的工作成效，提出了未来进一步做好海洋灾害预警报和精细化服务、海洋生态保护修复、海洋生态预警监测等工作的发展思路。 |

| In the context of global climate change, marine disasters such as storm surges and sea waves have become increasingly variable and strong. The phenomena of rising sea levels, ElNiño/La Niña, ocean acidification, and hypoxia have become increasingly obvious, which have added difficulties to marine disaster prevention and ecological protection work. The paper provides an overview of the latest progress in the field of marine early warning and monitoring since the establishment of the Ministry of Natural Resources in 2018. The paper summarizes the achievements in marine forecast and early warning, disaster prevention and reduction, marine response to climate change, coastal zone ecological protection and restoration, and marine ecological early warning and monitoring. The paper proposes ideas of improving marine disaster early warning and refined services, marine ecological protection and restoration, and marine ecological early warning and monitoring in the future. |
