| 2006年国务院办公厅转发了财政部、科技部《关于改进和加强中央财政科技经费管理的若干意见》，科研院所立足本单位实际，设立中央级公益性科研院所基本科研业务费专项。该专项是在财政科技投入经费中少有的可以由科研院所自主管理的项目。文章分析了新时代的海洋科技创新格局，在此基础上以自然资源部第二海洋研究所为例，探讨中央级公益性科研院所基本科研业务费专项应如何调整和优化资助体系，以更好地面向国家重大需求、适应海洋科学发展新态势。 |

| Optimizing the Funding Layout of FRFSI Under the Background of Marine Science and Technology Innovation: A case study of Second Institute of Oceanography, Ministry of Natural Resources |

| Abstract: |
| According to the actual situation and development requires, each scientific institute established Fundamental Research Fund for the Central Public-interest Scientific Institutes (FRFSI) in 2006, complying with the guidance of “Suggestions for Improvement and Enhancement of Central Budget and Science and Technology Funds Management by the Ministry of Finance and the Ministry of Science and Technology sent by the General Office of the State Council”. The FRFSI was a rare and self-managed fund by each institute in the financial investment in science and technology. This paper analyzed how the FRFSI of Second Institute of Oceanography, Ministry of Natural Resources improved and adjusted funding direction and project funding layout under the national marine science and technology innovation. The objectives were to adapt to the development trend of marine science and to respond the national important strategic needs. |
