| 为有效应对我国海洋环境污染和提高海洋环境治理现代化水平，文章以辽宁为例，在生态命运共同体理念的指导下分析海洋环境治理现状及其存在的问题，基于信息融合技术建立海洋环境合作治理机制并提出对策建议。研究结果表明：加强海洋环境治理是海洋经济高质量和可持续发展的重要保障，目前亟待解决的突出问题主要包括陆海联动和多元主体参与机制不健全、法制建设和公众意识较薄弱以及科技支撑能力有待提高；生态命运共同体视角下的海洋环境合作治理机制包括信息收集、信息存储、信息融合、预警、信息发布、生态合作、陆海区域合作、多元主体合作和历史数据协同等子系统，在该机制下应健全海洋环境合作治理法律制度、强化海洋环境治理联合联动以及促进海洋环境信息协同，从而强化海洋环境污染防治跨区域协调机制。 |

| The Improvement of Marine Environment Cooperative Governance Mechanism from the Perspective of Ecological Community of Common Destiny |

| In order to effectively respond to marine environmental pollution and improve the modernization level of marine environmental governance, this paper took Liaoning as an example, analyzed the current situation and existing problems of marine environment governance under the guidance of the concept of community of ecological destiny, established a cooperative governance mechanism of marine environment based on information fusion technology, and put forward countermeasures and suggestions. The results showed that strengthening marine environmental governance was an important guarantee for the high-quality and sustainable development of marine economy. At present, the outstanding problems to be solved mainly included the imperfect land sea linkage and multi subject participation mechanism, the weak legal system construction and public awareness, and the improvement of scientific and technological support capacity. The marine environment cooperative governance mechanism from the perspective of the community of ecological destiny included subsystems such as information collection, information storage, information fusion, early warning, information release, ecological cooperation, land and sea regional cooperation, multi-agent cooperation and historical data coordination. Under this mechanism, the legal system of marine environment cooperative governance should be improved, the joint linkage of marine environment governance be strengthened and the collaboration of marine environment information be promoted, so as to strengthen the cross regional coordination mechanism for the prevention and control of marine environmental pollution. |
