| 文章选取5个我国典型沿海城市,并对其蓝色经济发展水平进行分析；创新性地提出国内蓝色经济领军城市发展水平评价指标体系，设计4个二级指标和23个三级指标进行全面评估；构建分类指数和综合发展指数2个层面的领军指数，从静态和动态2个方面设计公正客观的蓝色经济领军城市评价标准；建立“四维一体”联合模型测评蓝色经济领军指数并进行动态分析，力求评价结果科学准确。根据研究结果，提出转变发展方式和调整产业结构、增强城市创新能力以及打造特色海洋产业集群的建议。 |

| The Developing Standard and Leading Index of Coastal Blue Economy Leading Cities |

| Abstract: |
| This paper analyzed the status quo of blue economy in five typical coastal cities，put forward the comprehensive evaluation index system of the developing level of blue economy leading cities in China for the first time.4 secondary indicators and 23 three-grade indicators were designed for a comprehensive assessment;the leading index of the classification index，the comprehensive development index，and the evaluation standard of the blue economy leading city were designed from static and dynamic aspects.“Four-dimensional” joint model to evaluate the blue economic leader index were established and dynamic analysis was constructed to evaluate the results scientifically and accurately.According to the research results，the suggestions of changing the developing mode and adjusting the industrial structure，enhancing the city innovation ability and building the characteristic marine industrial cluster were put forward. |
