| 文章设计了海洋功能区划生态环境目标实施效果评估步骤和评估方法，以山东省海洋功能区划为例，系统分析了山东海洋功能区划的生态环境目标集、目标完成情况以及山东省海洋生态环境变化，并对两者之间的关系进行对应分析，得出评估结论：①区划生态环境目标与海洋生态环境质量评价指标相关度高；②部分区划生态环境目标和海洋生态环境评价指标设置不足；③区划生态环境目标完成对海洋生态环境改善起到积极作用。并提出:①进一步加强改善作用明显的生态环境目标，增设缺失和不足的生态环境目标；②因地制宜，加快功能区划实施；③严格控制陆地排海污染源，加强海上安全作业；④加快海洋生态环境修复；⑤加强生态环境监测，实现数据共享等建议。 |

| Implementation Effect Evaluation of the Ecological Environment Targets of Marine Function Zoning:Take Shandong Province as Example |

| This paper designed the procedure and evaluation methods to implement effect of ecological environment targets for marine functional zoning.Take Shandong marine function zoning as example,ecological environment targets，completion of targets，marine ecological environment changes and the relationship between them were analyzed.The following evaluation conclusions were obtained.(1)High correlation existed between regional ecological environment targets and marine ecological environment quality evaluation index;(2)Part of the ecological environment target and marine ecological environment evaluation index were not enough;(3)The achievement of ecological environment targets for function zones played active role in improving the marine ecological environment.The following suggestions were given:(1)Further strengthen the obvious improving roles of ecological environment target,and create additional and inadequate ecological environmental objectives;(2)Adjust measures to local conditions and speed up the implementation of marine function zoning;(3)Strictly control land pollution sources and strengthen marine safety operations;(4)Speed up the restoration of marine ecological environment;(5)Strengthen ecological environment monitoring and realize data sharing. |
