摘要:

海洋生态文明绩效评价是对海洋生态文明建设进行管理和监督的必然手段，开展海洋生态文明绩效评价工作需要一套健全的海洋生态文明绩效评价指标体系。文章从海洋生态文明涵义出发，分析指标体系基本模型，依据评价指标的选取原则，采用多要素综合评价法，从海洋资源、海洋环境、海洋经济、海洋文化、海洋制度5个层面入手，构建了包含20个指标的海洋生态文明绩效评价指标体系，以期为海洋生态文明绩效评价工作提供依据。

Abstract:

Performance evaluation of marine ecological civilization is an inevitable way for the supervision of marine ecological civilization construction.With the implementation of performance evaluation of marine ecological civilization，a right index system is needed.The basic model for index system is built from the definition of marine ecological civilization.By using the multifactor comprehensive evaluation method，index system including 20 indexes for performance evaluation of marine ecological civilization was constructed,from 5 aspects of marine resources,marine environment,marine economy,marine culture and marine institutions.The index system was based on the principles of selecting indexes，which has provided the basis for performance evaluation of marine ecological civilization.
