| 随着辽宁沿海经济带新型城镇化、工业化、农业现代化以及城市智慧化的不断发展，城乡规划、土地利用总体规划、林业保护规划、海洋功能区划等专项规划对同一区域土地安排的矛盾和冲突越来越明显，影响了经济社会的协调、稳定发展。为此，文章研究了城乡规划、土地利用总体规划、林业保护规划、海洋功能区划等多规冲突测度的技术方法，探讨了“1+X”的多规融合路径，并以大连庄河为例进行实证分析。为辽宁沿海经济带乃至全国沿海地区实现土地资源区域统筹协调利用提供技术依据和借鉴。 |

| With the development of new urbanization，industrialization，agricultural modernization and urban wisdom of Liaoning coastal economic belt，urban planning，land use planning，forestry protection planning，marine functional zoning and other special planning on the same area of land conflicts have become more and more obvious，affecting the economy，social coordination and stable development.Therefore，this paper studied the urban and rural planning，overall planning，forestry conservation planning，marine function zoning and other technical methods and more regulation of land use conflicts measure，the multi-regulation fusion path of “1+X” were discussed，and Dalian Zhuanghe was taken as an example to carry on empirical analysis.The research result provided the technical basis and reference for the regional coordination and utilization of land resources. |
