| 随着沿海经济带的开放，辽宁省沿海地区开展了不同规模的围填海造地活动，近岸海域生态环境承受了巨大的压力。文章主要阐述了我国其他主要沿海地区在围填海规划管理工作中的先进经验，针对当前辽宁省沿海大开发的背景，分析辽宁省围填海管理与其他沿海地区的异同，并从规划计划、生态保护、法规管理3个方面完善现行的政策，为相关部门提供具有针对性的改进建议。 |

| With the opening of coastal economic zone，there have been reclamation activities of different scales in the coastal areas of Liaoning province.The ecological environment of coastal areas is under huge pressure.This paper described the advanced experiences of reclamation planning and management work in major coastal provinces in China.Based on the current coastal development background in Liaoning Province，the similarities and differences of reclamation management between Liaoning Province and other coastal provinces and cities were analyzed，improving suggestions for relevant departments were provided，from the three aspects of policy and planning，ecological protection and management regulations. |
