摘要:

广东省在“十三五”规划纲要中提出率先在全国建成海洋经济强省的目标，文章从创新、协调、绿色三大发展理念出发，重点阐述“十三五”时期广东省海洋开发和保护的途径与重点，提出创新海洋开发理论、优化海洋空间规划体系、分类管制围填海以及加强海洋生态环境保护等策略。

The Developing Strategy of Marine Industries and Economy in Guangdong Province

Abstract:

Guangdong Province has planned to enhance the intensity and level of marine development，and maintain its leading position during the Thirteenth Fiveyear Plan.Based on the innovation，coordination，green developing concepts which are the parts of five development concepts introduced by NPC.This paper also pointed out the strategy of ocean development and management，including innovating ocean development model，optimizing ocean spatial planning system，enhancing reclamation control，and protecting the marine environment and resources.
