| 自2007年财政部、国家海洋局联合发布海域使用金征收标准以来，我国海洋管理工作取得较大发展，也出现很多新问题，原海域分等成果已不适应当下海洋经济发展，应及时开展海域等别调整工作。文章梳理了我国沿海行政单元的变化情况以及目前海域等别存在的问题，依据社会经济发展水平、自然环境条件等建立新的海域分等指标体系，并根据最新测算的指标数据提出海域分等调整方案。 |

| Since the standardization of sea area utilization fee was jointly issued by the Ministry of Finance and the State Oceanic Administration in 2007，marine management in China has achieved great development.Meanwhile，some new problems have appeared.The original results of the classification of the sea area are not suitable for the development of marine economy.The work of sea classify adjustment should be carried out in a timely manner.This paper sorted out the changes of China's coastal administrative unit and the current problems in the sea area class.According to the social and economic development level and the natural environment conditions，this paper established the new sea area classification index system.Also，based on the latest data，the adjustment scheme of sea area classification was put forward. |
