| 海岛在海洋强国建设中具有重要的战略意义，因其自身生态系统的脆弱性，要求在开发利用中遵循可持续发展的生态文明建设思路。文章以虎门威远岛为例，通过应用SWOT分析方法，综合分析威远岛内在优势、劣势及外部机遇、威胁等，并提出建设发展策略，探索出一条适合威远岛规划建设的新思路，并为类似的海岛开发利用提供借鉴。 |

| Island has an important strategic significance in the construction of marine power for its ecosystem vulnerability，which demands the idea of ecological civilization in the sustainable development and construction.The paper comprehensive analyzed the innerstrengths，weaknesses and external opportunities and threats for the development of Weiyuan Island，by the method of SWOT analysis.The strategies for the construction and development were proposed，new planning and construction ideas were explored as references for the development of similar islands. |
