| 辽宁海洋经济发展中的问题，很大程度上都可以聚焦到“海洋产业技术创新”。文章基于异域海洋产业技术创新战略联盟实践的梳理，归纳出联盟理论研究先行、相对成熟产业先行、企业主体地位先导、联盟有效结成先决等经验启示，继而阐明满足海洋产业技术需求、发挥政府部门平台作用、体现省域发展战略目标、遵循市场经济运行规则的原则，给出契约型、股权型、功能型、研发型组织模式，展示联盟运行的风险分担、信用维持、资源共享、利益保障机制，最后提出加深认知开阔视野、夯实平台市场驱动、围绕规划突出重点、积极探索逐步完善等辽宁海洋产业技术创新战略联盟的推进路径。 |

| The problems in the development of marine economy in Liaoning Province are to a great extent a matter of ocean industrial innovation. This paper concluded the prior theory of the alliance, relative mature industry, the enterprise’s principal position, and the effective prerequisite of the alliance, based on the practice of exotic ocean industrial strategic innovation alliance, and then explained the ocean industrial technical needs, developed the role of government platform, and reflected the provincial development strategic aim according to the principle of market economic operational rules. Therefore, the paper was going to provide the mode of contract type, equity type, functional type, and research and developing type, and to present the mechanism of alliance operational risk sharing, credit maintain, resource sharing and benefit guarantee. The paper also proposed the promoting methods on deepening the cognitive horizon, strengthening the marketdriven platform, planning and improving the focal points. |
