| ２１世纪以来，在国家政策的扶持下，海洋经济具有的强大内在吸引力大大推动了我国海洋经济的发展，使得海洋经济对国家经济的发展起到了非常重要的作用。在海洋经济不断发展的过程中，我们不仅要重视“量”的发展，还要注重“质”的提高，所谓“质”指的就是海洋经济全要素生产率，所以对海洋经济全要素生产率进行研究对提高海洋经济增长有非常显著的作用。文章通过构建我国沿海地区海洋环境综合指数在测算海洋经济全要素生产率框架，将环境因素纳入其中，探讨了在环境约束下海洋经济全要素生产率的影响因素以及提升海洋经济全要素生产率的途径。 |

| China's marine economy，with its huge developing potentials，has witnessed great success under the support of national policy since the beginning of 21st century and has played an essential role to national economy growth.We should not only focus on the increase of "quantity"，but also the improvement of "quality"，or the total factor productivity （TFP） of marine economy.Therefore a study on the marine economy TFP will be of significant value to China's marine economic development.This paper focused on the factors affecting the marine economy TFP under the environmental constraints and the measures to increase the marine economy TFP，by the construction of a composite index of the coastal marine environment and the environmental factors integrated into the framework of marine economy TFP calculation. |
