| 党的二十大报告提出，“发展海洋经济，保护海洋生态环境，加快建设海洋强国”。推动海洋经济高质量发展已成为各沿海省（自治区、直辖市）谋篇布局的重要抓手，海洋强省的建设情况也需要用更科学合理的指标体系反映。文章界定了新时代海洋强省的基本内涵，借鉴国际国内海洋经济发展相关指数的构建原理和方法，系统构建海洋强省建设评价体系，结合2016—2020年浙江省海洋相关数据，运用综合评价法科学测度并系统分析浙江省海洋强省建设的水平、成效和潜力，并聚焦海洋强省建设的特色亮点、增长点、突破点，研究提出促进浙江省建设海洋强省的路径建议，为沿海省（自治区、直辖市）开展“十四五”期间海洋强省建设评估、谋划“十五五”前期涉海相关战略提供方法借鉴和思路建议。 |

| The report of the 20th National Congress of the Communist Party of China proposes to develop the marine economy, protect the marine ecological environment, and accelerate the construction of a maritime power. Promoting the high-quality development of the marine economy has become an important starting point for coastal provinces (cities) to plan their layout，and the construction status of a strong maritime province also needs to be reflected by a more scientific and reasonable indicator system. This paper defines the basic connotation of a strong marine province, draws on the construction principles and methods of international and domestic marine economic development related indices,and systematically constructs an evaluation system for the construction of a strong marine province，and combining with the marine related data of Zhejiang Province from 2016 to 2020, scientifically measure and objectively analyze the level, effectiveness, and potential of the construction of a strong marine province in Zhejiang Province by comprehensive evaluation method, and focuses on the distinctive highlights，growth points and breakthrough points of the construction of a strong marine province，putting forward the paths suggestions to promote the construction of a strong marine province in Zhejiang by researching，which provides methods and ideas for coastal provinces (cities) to carry out the assessment of the construction sataus of a strong maritime province during the “14th Five-Year Plan” period and plan the relevant sea-related strategies in the early stage of the “15th Five-Year Plan”. |
