| 数字技术在海洋资源管理、环境保护、风险治理等方面的广泛应用，加速了海洋治理理论与实践的更新迭代，带来了数字化转型的机遇与挑战。由于海洋治理的数字化转型实践与敏捷治理理论具有高度适应性，文章在敏捷治理理论的基础上创新性地构建了面向海洋治理的分析框架。基于该框架，对青岛市西海岸新区智慧海洋管理平台案例进行分析后发现，海洋治理的数字化转型应具备以下条件：灵活机动的治理理念、多领域的治理对象、自组织的治理主体、刚柔并济的治理工具、循环迭代的治理过程、多条块的治理结构。未来海洋治理数字化转型应当聚焦搭建敏捷团队、利用数字技术赋能传统治理工具、优化治理结构、提升治理系统韧性等主题。 |

| The Innovation for the Digital Transformation of Ocean Governance From the Perspective of Agile Governance |

| The extensive application of digital technology in marine resource management, environmental protection, risk management and other aspects has accelerated the evolution of marine governance theories and practices, presenting both opportunities and challenges for digital transformation. Given the high adaptability of digital transformation practices in marine governance to agile governance theory, this study innovatively constructed a framework for the digital transformation of marine governance based on agile governance theory. Based on this framework, an in-depth analysis of the Smart Ocean Management Platform in Qingdao West Coast New Area reveals the digital transformation of marine governance should possess the following conditions: flexible governance concept, multi-domain governance objects, self-organizing governance entities, rigid and flexible governance tools, iterative governance process, and networked governance structure. It is further proposed that the digital transformation of marine governance should focus on several key areas such as building agile teams, empower traditional governance tools with digital technologies, optimizing governance structures, and enhancing the resilience of governance systems. |
