“陆海统筹”已上升为国家战略高度,对国民经济社会发展意义重大。国外的海岸带综合管理与我国“陆海统筹”具有相似性,在实施“陆海统筹”战略时,澳大利亚海岸带综合管理有许多成功经验可以借鉴。文章系统梳理了澳大利亚海岸带综合管理的特征与趋势,继而结合我国海岸带管理的实际情况,提出相应对策。包括开展基于海岸带生态系统的海岸带综合规划;健全和完善海岸带管理的法律法规体系;建立海岸带综合管理委员会和海岸带管理非政府组织;加强海岸带保护区建设,发展海岸带生态产业;强化公众的参与意识,引导利益相关者的参与等推进海岸带管理建设。希望对中国政府部门进行海岸带管理决策有所参考。 |

Integrated Coastal Zone Management in Australia and Its Reference to China |

Abstract: |
“Land and sea co-ordination” has become a national strategic height,which is of great significance to the national economic and social development.There are similarities between the integrated coastal management in foreign countries and that in China.There are many successful experiences in the implementation of the strategy.This paper systematically combed the characteristics and trends of the comprehensive coastal management in Australia,and then,combined with the actual situation of the coastal management in China,the paper put forward the corresponding countermeasures on how to promote the construction of coastal management in China in the future,including that,in the future,Integrated Coastal Zone Planning should be developed based on coastal ecosystems in China; the legal and regulatory system for coastal zone management should be improved; a coastal zone integrated management committee and coastal zone management nongovernmental organizations should be established; the construction of coastal zone protection areas should be strengthened; coastal zones ecological industries should be developed; the public′s awareness of participation should be strengthened and the participation of stakeholders should be guided,hoping to provide some reference for the Chinese government departments in coastal management decision-making. |
