| 全面提升海洋环境治理能力，对建设海洋强国与促进海洋经济可持续发展具有重要意义。海洋新质生产力是以信息化、智能化、绿色化为特征，并驱动科技创新、实现海洋生产力大幅跃迁的新质态，为中国海洋环境治理提供了全新视角与可能。然而在海洋新质生产力赋能海洋环境治理过程中，仍存在海洋基础研究相对薄弱、绿色技术推广困难、科技人才培育滞后、参与全球海洋环境治理的力度有待加强等现实挑战。鉴于此，文章立足新质生产力理念，提出以下推进路径：加快推动海洋科技创新发展，推广海洋绿色技术发展应用，促进海洋科技人才队伍建设，深入参与全球海洋环境治理。 |

| Marine New Quality Productive Forces Empower Marine Environmental Governance: Theoretical Logic, Key Issues and Future Path |

| Enhancing the comprehensive capacity of marine environmental governance holds significant implications for the construction of a maritime power and the promotion of sustainable development of the marine economy. Marine new quality productive forces (MNQPF), characterized by informatization, intelligentization, and greenization, is driving technological innovation, leading to a significant leap in marine productivity, offering a new perspective and potential for China’s marine environmental governance. However, challenges persist in the process of empowering marine environmental governance with MNQPF, including relatively weak basic marine research, difficulties in promoting green technologies, lagging behind in cultivating scientific and technological talents, and the need for enhanced participation in global marine environmental governance. In light of these challenges, this paper is grounded in the concept of MNQPF, proposing to accelerate the promotion of marine scientific and technological innovation development, the dissemination and application of marine green technology development, the advancement of marine scientific and technological talent pool, and active engagement in global marine environmental governance as advancing pathways. |
