海洋经济发展试点政策对海洋经济高质量发展的影响研究

摘要:
海洋经济高质量发展是实现海洋强国目标的关键。文章在理论分析的基础上,基于2008—2019年我国沿海11省(自治区、直辖市)的面板数据,运用双重差分法和动态空间杜宾模型实证考察海洋经济发展试点政策对海洋经济高质量发展的影响。研究结果表明:我国海洋经济发展质量整体呈波动提高趋势,其中上海和广东位居前列,海南和广西相对落后;海洋经济发展试点政策显著提高海洋经济发展质量,且研究结论在经过一系列稳健性检验后依然成立;海洋经济发展试点政策通过科技创新促进海洋经济高质量发展;海洋经济发展试点政策对邻近地区的海洋经济高质量发展存在显著的正向空间溢出效应。

The Impact of Marine Economic Development Pilot Policies on High-quality Development of Marine Economy

Abstract:
The high-quality development of marine economy is the key to be maritime power. This paper based on the theoretical analysis and the panel data of 11 coastal Provinces (Autonomous Region, Municipalities) of China from 2008 to 2019, empirically examined the impact of the marine economic development pilot policies on the high-quality development of marine economy by using the difference-in-difference method and dynamic SDM. The results showed that the overall quality of China′s marine economic development showed a fluctuating upward trend, with Shanghai and Guangdong ranked among the top, while Hainan and Guangxi were relatively backward. The marine economic development pilot policies had significantly improved the quality of marine economic development, and the research conclusions were still valid after a series of robustness tests. The marine economic development pilot policies could promote high-quality development of the marine economy through technological innovation. The marine economic development pilot policies had a significant positive spatial spillover effect on the high-quality development of marine economy in neighboring areas.
