| 我国“十四五”规划和“2035年”远景目标提出坚持陆海统筹，发展海洋经济，建设海洋强国。文章通过梳理海洋和土壤生态环境的污染现状及相互影响机理，找出生态修复过程及政策衔接的问题，在陆海统筹的背景下，从海洋整治修复现状和政策保障等角度论述海洋生态修复与土壤整治修复协同治理的必要性和可行性，提出从修复主体、修复责任、资源、资金方面建立协同治理机制，从而促进我国科学地、高效地、系统地治理陆海间的生态环境。 |

| China′s “14th five year plan” and the long-term goal of “2035” put forward to adhere to the overall planning of land and sea coordination,develop marine economy and build a maritime power.By combing the pollution status and interaction mechanism of marine and soil ecological environment,this paper found out the problems of ecological restoration process and policy connection.Under the background of land and sea coordination,this paper discussed the necessity and feasibility of collaborative governance between marine ecological restoration and soil remediation from the perspective of marine remediation status and policy guarantee,and put forward to establish a collaborative governance mechanism from the aspects of remediation subject,remediation responsibility,resources and funds,so as to promote China′s scientific,efficient and systematic governance of the coastal ecological environment. |
